Enroll in Full-Time MOCAP Program - click link for text version

The Missouri Course Access and Virtual School Program (MOCAP) has developed a catalog of virtual online courses for students. Beginning with the 2019-2020 school year, students will be able to take an entire course from any Internet-connected computer, available 24 hours a day, seven days a week. MOCAP's mission is to offer Missouri students equal access to a wide range of high quality courses, flexibility in scheduling, and interactive online learning. The Missouri Department of Elementary and Secondary Education (DESE) and the State Board of Education oversee administration and quality assurance activities such as related content and delivery of courses. Local Education Agencies (LEAs) that provide virtual education outside of MOCAP are responsible for ensuring alignment and other statutory requirements are met.

  • Any Student enrolled by the district in one or more MOCAP courses must be included on both the October and June core data submissions. This is true even if the student withdraws from the course. The October files tell DESE which students are enrolled in which courses. The June files tell us the outcome of those courses. It is very important that both files include the same students/courses.
    • If you have been contacted by the MOCAP office about a student showing up on vendor reports but not on core data reports, the most common fix is to be sure that student is included in your October files and re-upload/certify those files.
  • Any student enrolled by the district in one or more MOCAP courses must be coded as a 50 or 52 in the Program COde field along with a V or S for the Delivery System. Please refer to the charts listed in the MOCAP Guidance below if you're unsure of which program code or delivery system to use.
    • Individual SIS programs vary but some require them to have the district listed as both the sending and receiving district in order for their Student Assignment files to pull appropriately and to include MOCAP students/courses. If your files are not pulling appropriately from your SIS, it may be for this reason.
  • If the district is contacted by a vendor and advised that your core data submissions are not matched to the vendor report, the first step is to determine if this student is enrolled in your district and if so, whether or not the district approved the MOCAP courses and enrolled the student.
    • If the student is both enrolled in the district and approved for MOCAP enrollment, check the October core data submission to ensure that the student is coded correctly. If the student is not enrolled in the district or was denied MOCAP enrollment, please communicate the facts to the vendor.

 

 

The MOCAP courses have been through a stringent review process, including:

  • Course alignment to Missouri Learning Standards

  • Web Content Accessibility Guidelines (WCAG 2.1)

  • Data security review

  • Missouri appropriately certified teachers

  • College Board approval of Advanced Placement (AP) courses in the catalog

MOCAP allows Missouri to

  • expand the range of courses and opportunities offered to students

  • offer courses for students where there are no qualified teachers to teach the course

  • offer students a course not offered by their school district

  • provide courses for students who have schedules that prevent them from taking a course when it is offered

  • present high quality instruction to students who are in alternative education settings or on home and hospital instruction

  • provide additional support and extended time to students who failed to achieve in regular courses

  • provide equity across programs and school in the quality of instruction MOCAP offers “any time, any place” learning for Missouri students

  • Section 162.1250, RSMo sets out the requirements for all virtual courses. Not all virtual courses are approved MOCAP courses.

  • Virtual courses must be vetted by the LEA or DESE to assure statutory requirements have been met.

  • In order to register in MOCAP courses, LEAs must have a secure method to send student MOSIS ID and date of birth to courseware providers in order to track student data.

 

District Partnership Agreements

 

  • The LEA is responsible for reporting its own student data into MOSIS/Core Data.
  • MOCAP courseware providers only submit data to verify enrollments.
  • District Partnership Agreements between an LEA and a courseware provider do not fall under MOCAP guidelines.  In these cases, the LEA is responsible for course alignment to standards and educator certification, per 162.1250 RSMo.
  • District Partnership Agreements do not require progress reporting from vendors, as long as a contract is in place between the LEA and the courseware provider.
  • District Partnership Agreements do not fall under the MOCAP rules for MOCAP reporting, price caps, and appeals in Section 161.670, RSMo.
  • Do not enter a program code if the LEA has a core site license agreement or a cooperative agreement with another LEA, regardless of MOCAP status.
  • A MOCAP provider may offer additional courses that are not MOCAP approved and cannot be reported with the program code for MOCAP. Do not enter a program code for these courses. Simply enter the delivery system according to Exhibit 34 of S for Electronic Media or V for Virtual in the October Course Assignment.
